TCAA Board of DirectorsTCAA is led by a Board of Directors consisting of CAI members and also industry leaders who are not members of CAI. Board members come from throughout the state and represent the various interest groups. The Board's focus is on legislative agenda, policy making and legislator/stakeholder relations. The Board also acts as liaisons to the various CAI Chapters throughout the state and other related organizations.
Nina Tran - Administrative Co-Chair Nina Tran is a partner with the law firm Hoover Slovacek LLP. She obtained a Bachelor of Arts in English from the University of Texas in Austin in 1994 and received her law degree from Southern Methodist University School of Law in 1998. After completing law school, Nina began her legal career in commercial litigation with an emphasis on creditor’s rights and debt collection. She has also been appointed by several County Court judges to serve as Special Commissioner on various eminent domain proceedings. Nina joined the law firm of Hoover Slovacek LLP in 2002 and has specialized in community association practice. She has had the privilege of providing legal counsel to hundreds of community associations on matters that include, but are not limited to, governance-related issues, assessment collection and deed restriction matters, tax-exemption related matters, the impact of federal law on community associations, easement rights, and general and complex real estate and litigation matters. Nina serves as the head of the firm’s community association department. Nina has first-chaired several jury trials to successful verdict and has extensive experience with motions practice in obtaining temporary restraining orders and injunctions on behalf of these associations. In a case widely reported in the media, she recently obtained a favorable jury verdict in favor of Inwood Forest Community Improvement Association whereby a golf course property was declared to be impressed with a reciprocal negative easement for the benefit of such association such that the golf course property could not be developed inconsistent with a green space, landscaping or recreational purposes. Kilowatt Partners Mr. Masterson is President of Kilowatt Partners, an energy management company that provides utility management services. He has many years of experience in manufacturing in the material handling industry, research and development and manufacturing of electric vehicles, the development of medical devices with Dr. Debakey, and building and operating retail businesses such as Blockbuster Video. He has also worked in banking and investment banking. Mr. Masterson is past Treasurer, Board Member, and serves on various committees of the Greater Houston Chapter of Community Associations Institute and on the Business Partners Council of CAI – National, an organization providing education and information for communities across the country. His company is a multi-chapter CAI member. Mr. Masterson until recently was President of Harris County Improvement District 12, of which much of the land was recently purchased by University of Texas. He serves on the Board of Bayview Acres Association. He worked for the City of Houston specifically focusing on budget issues. He served as Campaign Treasurer for two Council and one City Controller elections, all successful. He received a Master of Business and Public Management from Rice University and a Bachelor of Business Administration from the University of Texas, Austin, TX.
Mike Lesku - Secretary Mike currently serves as the Director of Strategic Planning & Project Management for RTI/Community Management Associates (CMA) based in Plano, Texas. Mike possesses over 10 years of community association management experience including 8 years as the Director of Operations for the Stonebridge Ranch Community Association, a master planned community in McKinney, Texas encompassing over 5,000 acres and 9,400 homes. Prior to entering the community association industry, Mike spent 20 years in various management roles in the hotel, resort and private country club industries including General Manager and Regional Director. Mike currently holds is Professional Community Association Manager (PCAM), Association Management Specialist (ASM) and Certified Manager of Community Associations (CMCA) designations through the Community Association Institute (CAI). CMA has been managing community associations in the DFW metro-plex since 1983 and currently manages a portfolio of 245 communities with over 80,000 doors. CMA is also recognized as an Accredited Association Management Company (AAMC) through CAI.
Fred Shapiro, PCAM - VP of Communications He currently serves on the CEO-MC Committee, the TCAA Board of Directors and as Vice Chair of Management Panel of CAI’s Community Next Initiative. Mr. Shapiro is a frequent speaker at both local and national CAI functions.
Judd A. Justin, Jr. Judd A. Austin, Jr. is a shareholder in the Texas law firm of Henry Oddo Austin & Fletcher, PC. He was born in Mexico City, Mexico and is fluent in Spanish. Judd graduated cum laude from Wake Forest University where he received a Bachelor’s of Arts degree in 1983. He attended law school at St. Mary's University in San Antonio, where he was a member of Phi Delta Phi, and was awarded his Doctor of Jurisprudence in 1987. He was admitted to the State Bar of Texas in 1987, and is also admitted to practice before the United States District Court for the Northern District of Texas, the United States District Court for the Eastern District of Texas, and the United States Court of Appeals for the Fifth Circuit. Judd specializes in the representation of Community Associations. Judd has represented community associations for over twenty-eight years and his practice is concentrated exclusively in the area of community association law. Judd served on the Board of Directors of the Dallas/Fort Worth Chapter of the Community Associations Institute (CAI), and served for 7 legislative sessions as a Delegate to CAI’s Texas Legislative Action Committee. Judd was a founding member of the Texas Community Associations Advocates (TCAA), and served in that capacity for 4 legislative sessions. During the last legislative session Judd served as an ex-officio Director for TCAA. Judd was appointed to the Texas Supreme Court’s Task Force in 2011 and 2013 established to formulate and revise Rules for Expedited Foreclosures under Rules 735 and 736 of the Texas Rules of Civil Procedure as they pertain to property owner associations. Judd has spoken at continuing legal education programs organized by the State Bar of Texas focusing on community association law.

Connie Niemann Heyer Connie Niemann Heyer is a native of Austin and holds four degrees from The University of Texas at Austin: undergraduate degrees in Plan II and Honors Business, an M.B.A., and a J.D. She is a founding member of Texas Community Association Advocates, a state-wide legislative advocacy organization representing the interests of homeowners and their community associations in the Texas legislature. She is a former president and board member of the Austin chapter of the Texas Community Associations Institute (CAI) and a regular contributor to the organization’s monthly magazine. She received Austin CAI’s lifetime achievement award in 2011. Connie has been directly involved in drafting most all community association legislation passed in Texas since 1995, including amendments to the Texas Uniform Condominium Act (Texas Property Code Ch. 82), the adoption of the Texas Residential Property Owners Protection Act (Texas Property Code Ch. 209), and numerous other chapters of the Texas Property Code affecting community associations. Paul Gaines Paul Gaines is an associate at Roberts Markel Weinberg Butler Hailey PC and practices in the firm’s Real Estate Section as a member of the Community Association team. He focuses his practice on community association law and represents the firm’s clients in the Central and South Texas areas. Mr. Gaines graduated from the University of North Texas in 2012, with a major in Philosophy and a minor in Political Science. After graduation, Mr. Gaines attended St. Mary’s University School of Law in San Antonio, Texas and received his J.D. in 2015. During law school, he worked for an energy law firm concentrating on title examination for clients in Texas and other mineral-rich states. He served as President of the Oil, Gas and Energy Resources Law Society, as well as Treasurer of the Federal Bar Association. Additionally, he worked as a research assistant for Professor L.
